Subsidized Housing Is 45.73% of Its 2026 Target: Where Virtual Tours Help Indonesian Developers

FLPP subsidized mortgages reached 160,070 units by 28 September 2026. What a 360° virtual tour can and cannot do for housing developers.

Subsidized Housing Is 45.73% of Its 2026 Target: Where Virtual Tours Help Indonesian Developers

Indonesia's subsidized mortgage program (FLPP) had financed 160,070 homes as of 28 September 2026 — 45.73% of the 350,000-unit target for the year, according to BP Tapera data reported by ANTARA and Kontan. That is about 12.6% behind the same point in 2025, when 183,058 units had been financed. The Indonesian Real Estate Association (REI) says the full-year target cannot be reached and expects roughly 300,000 units at most. A virtual tour will not fix mortgage eligibility or construction delays. It does address one narrower, practical part of selling a subsidized home: getting a buyer to see the unit and the site without a wasted trip.

What the FLPP numbers say

The figures below come from BP Tapera and REI statements as reported in the press in the last week of September 2026:

  • 160,070 units financed through 28 September 2026, or 45.73% of the 350,000 target (ANTARA, Kontan).
  • Down 12.56% against the same period in 2025 (183,058 units), with some regions falling harder — East Nusa Tenggara went from about 5,200 units in 2025 to about 2,100 in 2026.
  • REI expects a ceiling of about 300,000 units. Vice Chair Maria Nelly Suryani said the 350,000 target is hard to reach given the condition of developers and the time it takes to build subsidized housing (Investortrust).
  • The government is still pushing for the target, including a mass mortgage-signing (akad massal) of about 71,000 units (Bisnis Insight).

The reasons cited for the gap are mostly on the supply and financing side: developer capacity, construction time and regional differences. Marketing is not the main bottleneck, and nothing in this post should be read as saying it is.

Where a virtual tour fits in selling a subsidized home

Subsidized housing is often built on the edge of a city or in a secondary regency, and many units are sold before or during construction (indent). For the buyer, that means a physical visit is a real cost: a day of travel, sometimes lost wages, and a site that may still be a show unit next to an open lot. The following is reasoning, not measured data, but the logic is straightforward:

  • Pre-screening before the visit. A buyer who has already walked through the show unit online, checked the layout and seen the access road is a more prepared visitor than one who has only seen a brochure render.
  • Fewer visits that end at the gate. If a household finds out from the tour that the unit is too small or too far, they find out before the trip, and the sales team spends its site-visit time on people who are still interested.
  • Reaching buyers who cannot easily come. Workers commuting into an industrial area, or families relocating with a job, can look at units from wherever they are.
  • A consistent record for the sales team. The same tour link can be sent through WhatsApp by every marketing agent, so the buyer sees the same layout and dimensions regardless of who they spoke to.

What it does not do: it does not shorten bank checking, land certificate processing, or building permits, and it does not replace a physical site visit before someone signs a multi-year mortgage. Buyers of a home they will live in for decades should still see the actual location.

What buyers are searching for

Searches around this topic are typically phrased as practical questions, in both languages: how to do a virtual tour of a house before buying, can I survey a house online (survey rumah online), apakah rumah subsidi bisa dilihat virtual, and virtual tour perumahan. That is worth building a page around directly, with a clear answer in the first paragraph, because these are the questions that both Google's AI features and other answer engines try to answer. Google's own May 2026 guidance on generative AI search says that optimizing for it is still SEO: crawlable pages, unique content that is not a commodity, and relevant images and video where they help (Google Search Central). A virtual tour embedded on a listing page is exactly the kind of original visual content that a generic project description does not offer.

What a subsidized-housing tour should include

Subsidized homes are small and standardized, so the tour is faster and cheaper to produce than one for a luxury villa. A useful one covers:

  1. The show unit, room by room. Buyers want to see actual room dimensions and the finish level (floor, ceiling, bathroom) rather than the marketing render. A 360° capture with measurements gives them that.
  2. The environment. The entrance road, the drainage, the gate and the nearest facilities. Flooding and access are common buyer concerns, and a tour can show them honestly.
  3. Unit type and stage. Label whether a given tour shows a completed unit, a unit under construction, or a show unit of a type that is still being built.
  4. A clear next step. A WhatsApp link to book a site visit or ask about FLPP eligibility, placed next to the tour rather than buried in a footer.

Two practical notes. First, keep the tour light — many buyers in this segment browse on mid-range phones over mobile data, so file size and load time matter more than visual effects. Second, do not present a rendered or virtually staged unit as the real thing without a label; misrepresenting what a buyer will receive is a legal and trust problem, not just a marketing one.

Connecting the tour to follow-up

A tour that generates leads only helps if the leads are answered. Sales teams handling many inquiries can use a shared spreadsheet or CRM that logs each viewer, sends a WhatsApp follow-up and tracks the site-visit and mortgage-submission stages. We describe one way to do this in our guides on appointment and WhatsApp automation with Google Sheets and on KPIs for real estate automation.

How InReality Solutions approaches this

InReality Solutions produces 360° virtual tours for developers and property businesses in Indonesia, including Matterport captures. For a housing project, the most sensible starting point is usually one representative show unit plus the estate entrance and surroundings, rather than every unit. Frequently Asked Questions

How many subsidized (FLPP) homes has Indonesia financed in 2026?

According to BP Tapera data reported by ANTARA, 160,070 FLPP units had been financed through 28 September 2026, which is 45.73% of the 350,000-unit annual target and about 12.56% lower than the same period in 2025.

Will Indonesia reach its 350,000-unit FLPP target in 2026?

The Indonesian Real Estate Association (REI) says no, and expects about 300,000 units at most. The government has said it is still pursuing the full target, including a planned mass mortgage-signing of about 71,000 units.

Can a virtual tour help sell subsidized housing?

It can help with one part of the process: letting buyers see the show unit and estate before travelling, so site visits are made by people who are already interested. It does not speed up mortgage approval, land certificates or construction, and buyers should still visit the site before signing.

Is it possible to survey a house online before buying it in Indonesia?

You can do a preliminary review of layout, room sizes and finish level through a 360° virtual tour, and check the surroundings through photos or a tour of the estate. A physical visit is still advisable to check access, flooding risk, neighbouring conditions and the unit's actual build quality.

What should a virtual tour for a housing estate include?

The show unit room by room with real dimensions, the estate entrance and access road, nearby facilities, a clear label of whether the unit shown is finished or still under construction, and a direct WhatsApp link for booking a visit or asking about FLPP eligibility.
